The FINESSE project was the result of an innovative transnational partnership between ports and regional authorities in Belgium, France and the UK, supported by the European Regional Development Fund's INTERREG IIIB North West Europe Programme www.nweurope.org. The project reached completion in February 2006.

The INTERREG IIIB NWE project, led by SEEDA - the South East England Development Agency - has 14 strategic and investment partners from England France, Belgium, the Netherlands and Germany. With a total project value of 19m and an ERDF share of 8m, it is closely associated with the HSTintegration project launched in 2004.

HSTintegration is one of the most comprehensive transnational partnership projects, involving the majority of NWE member states, a wide range of regional government partners and an impressive list of local investment partners. The project partnership also plans to work closely with respective rail agencies and transport operators. This INTERREG IIIB NWE project is led by SEEDA.
